Before writing: establish document control
Start with one controlled location for the tender pack. Record where it came from, who downloaded it and when. Identify the request document, specifications, response schedules, conditions, pricing files, drawings, attachments, portal instructions and every issued addendum.
Confirm the closing date, exact time, time zone, lodgement channel, permitted file types and size limits from the buyer's current instructions. Do not rely on a copied calendar entry or an aggregator summary. Record the buyer's question deadline, briefing or site-visit requirements and the person monitoring addenda.

Record the authorised bid decision and resolve mandatory eligibility gates. Revisit it if scope, timing or contract risk changes.

Extract one requirement per row with its source clause, mandatory status, owner, response location and evidence.

Translate sections and requirements into tasks. Allocate writers, subject-matter inputs, reviewers, dependencies and internal dates.

Check compliance first, then response quality, evidence, commercial alignment, cross-document consistency and final presentation.

The final 12-point preflight
Run this check against the final files—not the working drafts:
- Bid approval is current and conditions are resolved.
- Every addendum is logged and incorporated.
- Mandatory gates show verified evidence.
- Every requirement has a response location.
- Required schedules and declarations are complete.
- Names, identifiers and contact details agree.
- Evidence is relevant, current and approved for use.
- Pricing agrees across all submitted files.
- Assumptions and departures have authorised treatment.
- Approvals and signatories meet the instructions.
- Filenames, formats and sizes meet portal rules.
- Lodgement is complete and the receipt is retained.
“Not applicable” should be a deliberate, reviewed answer—not a way to hide an unassigned requirement. If a check is not complete, name the blocker, owner and decision required.

In a small team, one person may hold several roles. Keep the accountabilities separate anyway: writing an answer is not the same control as reviewing it.
Australian tender details that deserve an explicit check
- The named time zone and any daylight-saving difference affecting your team or portal access.
- Whether prices are requested inclusive or exclusive of GST, and how the buyer's schedule must be completed.
- ABN, legal entity, trading name and signatory details matching the entity that will contract.
- Licences, registrations, insurances, industrial-relations, safety or ethical-sourcing requirements stated for that procurement.
- Local content, Indigenous participation, social procurement or environmental schedules where the buyer includes them.
- Portal registration, multi-factor access and file constraints tested before the final day.
These are prompts, not universal requirements. Public and private buyers use different frameworks, and requirements can change through addenda. Check each item against the current tender pack and obtain specialist advice where appropriate.
After submission: preserve the record
Save the submitted files, pricing version, approvals, clarifications, addenda log and lodgement receipt together. Record the submission time and account used. Avoid editing the “as submitted” copies.
If the buyer later offers a debrief, capture factual feedback and separate it from internal opinion. Update reusable evidence and process lessons without assuming that one buyer's feedback applies to every future procurement.
